ADGM has structured the Tech Startup Licence as a two stage licence:
Stage 1: Seed Stage
Stage 2: Emergent Stage
Each stage has different qualifying criteria and fees.

The Clara incorporation service fee includes:
preparation of KYC and incorporation documents with up to two shareholders (each additional shareholder charged at USD 125 each);
the ADGM application, data protection and licence fees; and
the registration of the entity's lease.
The Clara renewal service fee includes:
preparing the commercial licence and data protection renewal;
submitting the annual confirmation statement;
filing the annual financial accounts; and
registration of the entity's new lease.
Excluded from our fees are the following:
Drafting or reviewing any amendments to the articles of association
Preparing multiple drafts of the incorporation documents due to changes in client instructions.
Assistance or any fees associated with obtaining a lease, applying for visas or bank accounts.
